About OCC
The Ordem dos Contabilistas Certificados (OCC) is the public professional body representing certified accountants in Portugal, with statutory responsibility for regulating, supervising and promoting the profession. Founded in Lisbon in 1995, OCC has around 70,000 members and 185 employees, operating through its headquarters in Lisbon and 19 regional delegations covering mainland Portugal, the Azores and Madeira.
The profession is regulated by the Statute of the Ordem dos Contabilistas Certificados, established by Decree-Law 452/99 of 5 November 1999 and most recently amended by Law 68/2023 of 7 December 2023. Membership is obligatory for all those who carry out the reserved acts of the profession. OCC members are specialists in accounting, taxation and financial reporting, with competence to provide tax consultancy services alongside auditors and lawyers, and play a central role in supporting taxpayers, businesses and public authorities.
OCC is strongly committed to continuous professional development, recording 131 training topics, 1,500 training activities and over 1,120,000 participants in 2024 alone, and to contributing to fair and effective taxation at national and European level, particularly in areas such as digitalisation, cross-border taxation and simplification.
